Lamentablemente, en las universidades en Bolivia no se fomenta el uso de Software Libre. A pesar de estar en el año 2025, aún se enseña el uso de software privativo en el ámbito de la Geomática. En particular, para los Sistemas de Información Geográfica, se sigue enseñando ArcGIS v10, una versión lanzada en 2010, hace más de 15 años atrás. Actualmente, la última actualización de esta versión corresponde a la v10.8, publicada en 2020, y según ESRI la empresa desarrolladora, su soporte finalizará en 2025.
Uno de los principales problemas es la instalación de versiones ilegales o piratas de este programa, que, además de presentar errores, pueden contener software malicioso debido al proceso de craqueo, lo que afecta el rendimiento del equipo en el que se instalan.
El craqueo ya no es viable en las versiones de servidor, por lo que las universidades deben invertir y presupuestar en sus POA para adquirir el software de manera legal o, en su defecto, prescindir de una infraestructura de datos geoespaciales en sus redes universitarias.
También influye en el rendimiento del uso de estas tecnologías, al tratarse de una tecnología antigua, este programa sigue presentando lentitud en su ejecución y procesos, incluso en equipos de última generación.
Actualmente la última versión de ArcGIS, es la versión ArcGIS PRO v3.4, pero esta versión no se enseña en las universidades, ni en sus programas de posgrado.
A pesar de que en la actualidad existen alternativas que igualan o incluso superan a los programas privativos, y que además siguen la filosofía del Software Libre al permitir el acceso a su código fuente y ser de uso gratuito y legal, las universidades aún no adoptan estas tecnologías abiertas.
En Bolivia se tiene la Ley 164, General de Telecomunicaciones, Tecnologías de Información y Comunicación, promueve el uso de software libre y estándares abiertos en el país. El reglamento de esta ley establece que los organismos del Estado boliviano deben implementar, usar y desarrollar software libre en sus plataformas informáticas, aplicaciones, redes, y más, sin embargo poco se aplica en los centro de estudios.
Uno de los principales objetivos de nuestra comunidad, QGIS Bolivia, es promover el uso de Software Libre y transformar la situación actual en los centros de formación. Para ello, en próximas publicaciones analizaremos qué software se enseña en cada universidad, carrera y materia en relación con los Sistemas de Información Geográfica.
Si eres estudiante, cuéntanos qué programa te enseñan en tus clases de SIG o en tus materias de tu carrera en la cual el uso de SIG es fundamental. ¡Tu aporte es importante!
